On October 25, 2023, Hong Kong Chief Executive Lee Ka chao released his second policy address during his tenure, announcing the new "Capital Investor Entry Plan" that Hong Kong will introduce.
On December 19th, the details of Hong Kong's "New Capital Investor Entry Plan" were announced, and applications will be officially accepted in mid-2024.
According to the regulations, applicants must have a net asset of no less than HKD 30 million or an equivalent foreign currency within two years prior to submitting their application.

Assess whether the assets of the past 24 months meet the requirement of HKD 30 million and issue a report
Change of identity, apply for foreign permanent resident status and documents (if applicable)
Fill out the application form and submit relevant documents to the immigration office
Notice of Principle Approval issued by the Immigration Department
Obtain an "Entry Permit Visa" with a validity period of 3 months
Develop investment plans
Declare investment assets to the immigration department
After approval by the Immigration Department, obtain a valid 2-year "Entry Permit" and apply for a Hong Kong Resident Identity Card
Apply for extension of stay every 2 years and submit investment details to the immigration department
